Frederick County Service Assessment Study Report

By Chief Officer Jerry Dorsey Jr
June 16, 2011

MEDIA ADVISORY

President Blaine Young of the Frederick Board of County Commissioners today released a report titled, "Frederick County, Maryland: Services Assessment Study." The report is the first step in the identification of services to be considered under a public-private partnership model that will be discussed by the board at 1:00 p.m. today in the first floor hearing room of Winchester Hall, 12 East Church Street, Frederick, Md.

He said, "I believe it is necessary to make this report available now to our citizens, employees and the media before our meeting this afternoon due to Commissioner David Gray's release of the report late last night to only one media source. We believe in open and transparent government and have been very proactive in issuing media and public statements since the beginning of our term in office. It was our intention that information regarding this report and the proposed recommendations be issued at the same time as the meeting in order to avoid any confusion, misinterpretations or undue concerns.

"We know there will be many questions regarding this report, and look forward to public dialogue and feedback as we carefully consider the recommendations. As we are all aware, this county faces continuing budget deficit challenges and we are proactively seeking solutions that will provide the same level of service for our citizens while realizing savings of 10 percent or more.

"We ask that the media hold all inquiries until the conclusion of this afternoon's meeting, when there will be ample time for questions and answers. We also expect there will be more questions after the meeting by the public and staff, and will continue to address them with PPP Associates."

Author of the report, Oliver Porter of PPP Associates, LLC, of Sandy Springs, Ga., will make a presentation to the Board of County Commissioners at this afternoon's meeting. Mr. Porter will present his recommendations for cost savings for Frederick County Government through the creation of public-private partnerships in the delivery of county programs and services. Members of United Fire Company can read the full report in the members area...

The meeting is open to the public and will be broadcast live on FCG TV, cable channel 19, and also webcast on www.FrederickCountyMD.gov/video.
